* "Traditional" refers to the fact, that these operators have inherited the public network of the Russian part of the Soviet Union. They inherited outdated technology, strong involvement of local political authorities in operations, command structure, overcapacity of employees. They are joint stock companies, however, most of the shares are controlled by the state.

** Mobile Communications mushroomed in the 90s. There are three major standards: (D-)AMPS-800 (with the trademark "Bee-line"), GSM 900 and 1800 (DCS 1800) and NMT 450. Each bigger city has up to four mobile phone operators and covers only the city area and some highways. Associations exist for each standard and coordinate national Roaming.
